More than 50 international experts from all over the world participated in the 3rd Workshop organised by the CROSSROAD project on the new research roadmap for ICT-enabled governance. The Workshop was held in IDHEAP Lausanne on 30th August 2010, in conjunction with the IFIP International eGoverment Conference.

THE SECOND CROSSROAD WORKSHOP TOOK PLACE AT INEAG CAMPUS AT SAMOS ON 6TH JULY 2010
The 2nd CROSSROAD Validation Workshop took place in the frame of the Samos Summit on ICT for Governance and Policy Modelling (odkaz), on July 6th, 2010. The objective of the workshop was to present and share the results of CROSSROAD gap analysis with high-level experts in the fields, who were spited into 4 working groups. During the workshop, more then 80 experts, spitted into 4 working groups, were assessing the gaps already identified as well as other possible and not yet mentioned gaps, using the methodology suggested by the UKL project partner.

The Samos Declaration
Samos, Greece, 8th July 2010
We, the participants of the Samos 2010 Summit on ICT for Governance and Policy Modelling, being active citizens, members of the academic and industrial communities, members of the administration, researchers and practitioners of electronic governance, information technology and social sciences
Recognising:
that knowledge and innovation are important means for tackling the global economic crisis while also being predominantly a key factor for sustainable economic growth;
that today’s global challenges are complex in nature, characterised by non-linear development, cascade spreading and unpredictability (as seen in financial crisis, volcano ash cloud, epidemic spreading, large-scale blackouts), therefore requiring the collaborative effort of scientists, public and private institutions, and citizens;
the strategic importance of information and communication technologies in dealing with complexity and unpredictability, establishing and ensuring open and competitive economies, as well as their crucial role in empowering citizens and fighting against poverty and social discrimination;
the global context of the development of information society, which necessitates the transcendence of national horizons into transnational collaboration schemes and programmes across disciplines;
Acknowledging:
the Ministerial declaration on eGovernment, announced in Malmö on 2009, in which EU ministers responsible for e-Government declared that “administrations should enable and support the creation of seamless, cross -border eGovernment services, whilst increasing the trustworthiness, security and interoperability of eGovernment services in the single market”;
the European Digital Agenda 2020, which strives to foster information society development and to provide the building blocks for sustainable growth, for all citizens and businesses;
the European Framework Programme for research and innovation, which provides an evolving constitutional agenda for supporting scientific research and pre-competitive industrial development on information and communication technologies, social sciences, energy and environment, education and sustainable development,
We call upon:
the United Nations, the European Parliament, the European Union Presidency and Council of Ministers, the European Commission, National Governments, international organisations and NGO’s, elected representatives and decision makers within the administration, industry representatives and every active citizen
To:
Support research and innovation in the domains of ICT-assisted Governance, in order to empower citizens, elected representatives, administrations and enterprises in their quest for high quality, ubiquitous digital public services and evidence-based policy-making
Foster collaboration among scientific communities, administrations, businesses and citizens, towards an open, coordinated and effective global governance
Embrace and apply the results of ICT research and innovation in policy making, assessment of policy impact and everyday governance, to drastically increase governments’ institutional capacity, citizens’ participation and overall prosperity
Collaborate to the identification of emerging research challenges, towards the scientific foundation of ICT-assisted governance , that will promote evidence-based, massively participative, justified and finally effective decision making.
In light of the above considerations, we have gathered at the Samos 2010 Summit on ICT for Governance and Policy Modelling, and now call on all institutions and individuals addressed above, to take decisive steps at global, European, regional and local level, regarding the development and adoption of new and advanced ICT solutions for good governance – thereby providing the means for a proper response to the challenges of the future.
The Samos 2010 Summit on ICT for Governance and Policy Modelling
Samos, Greece, July 6-9 2010
The Samos Summit on ICT for Governance and Policy Modelling is being co-organised by the University of Aegean, the CROSSROAD project, the Greek Interoperability Centre and the eGovernance Cluster Projects, on July 6-7, 2010.
The Summit is a splendid opportunity to see and influence the new European ICT research roadmap for Governance and Policy Modelling, as being prepared by the research community and the CROSSROAD project, supported by European Commission / DG INFSO. Participants will have the opportunity to exchange ideas with international research projects in the area of eGovernance and work on innovative future scenarios for ICT-supported governance.
The audience of the Summit, by invitation only, comprises more than 50 high-level representatives from southern-eastern European governments, the European Commission, the ICT Industry and the research community, coming from more than 20 countries, including India, Australia, China and the US.

The first CROSSROAD Workshop took place at IPTS in Seville on 29th and 30th April 2010
The first CROSSROAD Workshop took place at IPTS in Seville on 29th and 30th April 2010 and gathered more than 40 high level experts from several research disciplines, practitioners and policy analysts, coming from all over Europe, India, New Zealand and USA.
During the Workshop, participants discussed the results of the first phase of the project, namely the Analysis of the State of Play in the domain of ICT for Governance and Policy Modelling and the Visionary Scenarios designed to explore how governance and policy modelling could develop at the horizon 2030.
Quite surprisingly, experts identified the “Privatised Governance” scenario as the most likely to become reality in the future, despite the “Open Governance” Scenario was following closely.
